Morocco — Coalition-building begins after an election marked by low turnout
THE AUTHENTICITY AND MODERNITY PARTY LEADS THE PRELIMINARY RESULTS WITH 97 SEATS, AHEAD OF THE NATIONAL RALLY OF INDEPENDENTS AND THE ISTIQLAL PARTY. NO PARTY HAS A MAJORITY ON ITS OWN. WITH NATIONAL TURNOUT REPORTED AT 38.02%, ELECTORAL PARTICIPATION REMAINS A CENTRAL ISSUE.

PAM wins 97 seats
Preliminary results published by the Interior Ministry give 97 seats to the Authenticity and Modernity Party (PAM), 66 to the National Rally of Independents (RNI), 65 to the Istiqlal Party and 54 to the Justice and Development Party (PJD). Coalition negotiations will now determine the composition of the next government. Final figures will need to remain clearly distinguished from these preliminary results.
Turnout stands at 38.02%
Abstention is not a single political bloc from which one can infer a common opinion. Its scale nevertheless makes the geography of turnout, differences between groups of voters and changes in participation over time important areas of scrutiny. Those data will provide a better basis for assessing the relationship between institutional representation and civic participation.
The next coalition will govern within the constitutional settlement of 2011
The House of Representatives and the Head of Government hold important roles under the institutions established by the 2011 Constitution. The King, meanwhile, retains extensive powers. Any assessment of the election therefore has to take account both of parliamentary competition and of Morocco’s particular distribution of constitutional authority. The practical consequences of political change will ultimately be judged through the economic, social and territorial policies pursued by the next governing coalition.
